On 23 February 2026, the renewal of the CCNL for the Funzioni Locali Sector covering the three-year period 2022-2024 was finally signed. The agreement, concluded between ARAN (Agenzia per la Rappresentanza Negoziale delle Pubbliche Amministrazioni — the Agency for the Negotiating Representation of Public Administrations) and the trade union organisations CISL, UIL and CSA, establishes the legal and economic rules applicable to local authority staff for the period from 1 January 2022 to 31 December 2024.
This is a long-awaited measure that produces concrete and immediate effects on the remuneration of a very broad range of public sector workers: employees of Municipalities (Comuni), Provinces (Province), Metropolitan Cities (Città metropolitane) and other entities within the sector. In this article, we analyse the main contents of the agreement, with particular attention to the practical aspects that every worker should be aware of.
Salary Increases: Figures and Effective Dates
The most significant finding concerns the scale of the increases. According to information published by ARAN, the contract renewal provides for average gross monthly salary increases of approximately 136.76 euros over thirteen monthly payments, equivalent to 5.78% of the 2021 total payroll. Including the portion allocated to supplementary pay treatment (pari allo 0.22%), the average monthly increase rises to approximately 140 euros.
Increases to base tabular salaries take effect from 1 January 2024 and are distributed as follows by classification area:
- Funzionari ed elevata qualificazione (Officials and Highly Qualified Staff): +144.11 euros gross per month
- Istruttori (Instructors/Technical Officers): +132.81 euros gross per month
- Operatori esperti (Experienced Operators): +118.17 euros gross per month
- Operatori (Operators): +113.51 euros gross per month
It is important to emphasise that these amounts absorb and incorporate the increases already provided for the 2022 and 2023 annual periods, as established by Article 56 of the CCNL in accordance with Legge n. 234/2021 (Law No. 234/2021).
New Annual Tabular Salaries
Expressed as annual figures, the tabular salaries — calculated over twelve monthly payments plus the thirteenth-month payment (tredicesima) — are updated as follows with effect from 1 January 2024:
- Funzionari ed elevata qualificazione (Officials and Highly Qualified Staff): 24,941.67 euros per annum
- Istruttori (Instructors/Technical Officers): 22,986.59 euros per annum
- Operatori esperti (Experienced Operators): 20,452.55 euros per annum
- Operatori (Operators): 19,645.43 euros per annum
These figures will be subject to a further increase from the effective date of the consolidation of the sector allowance (indennità di comparto) (see the following section), reaching 25,114.11, 23,138.75, 20,583.23 and 19,753.07 euros per annum respectively.
