The Chamber of Deputies has given final approval to the Workplace Safety Decree (D.L. 31 October 2025, No. 159), officially converting it into law with 143 votes in favour and 104 against. Originally conceived to tackle the emergency of workplace accidents, the measure has become a structural reform of prevention in the workplace.
Key changes
Mandatory SIISL platform
From 1 April 2026, the SIISL platform will become mandatory for hiring. Private employers will be required to publish open positions on the platform and ensure full compliance with safety regulations in order to access contribution benefits.
Reformed credit-based licence
The credit-based licence for construction companies has been reformed and tightened, with doubled penalties: from EUR 6,000 to EUR 12,000 for irregular employment. A clear signal of zero tolerance toward companies that fail to meet safety standards.
Merit-based INAIL bonus
From 1 January 2026, INAIL will be able to reduce insurance premium rates for companies with a low accident rate. Companies whose employers have been convicted of serious safety violations are excluded from this benefit.
New labour inspectors
The decree provides for the recruitment of 300 new inspectors for the National Labour Inspectorate over the 2026-2028 three-year period, as well as the strengthening of the Carabinieri contingent assigned to the Ministry of Labour (810 units in total).
